They say you can't fight City Hall but in Plattsburgh you can leave a dirty diaper dumped on the ground for two days.

I noticed a "happy package" in one of the open spaces in the City Hall parking lot on Saturday.

Now let's jump ahead two days later, evening time.  While taking my shortcut to the Post Office I was surprised to see the item still in the same location.  Apparently I was the only person who noticed, even though people had parked right next to it.

At least Monday's rain kept the flies away.
